નવી દિલ્હીઃ ભારતે સંયુક્ત રાષ્ટ્ર (UN)ના એક કાઉન્ટર-ટેરરિઝમ રિપોર્ટમાં દાઉદ ઇબ્રાહિમના સંદર્ભમાં ફેલાવવામાં આવેલી તથ્યાત્મક ભૂલચૂક અને પૂર્વગ્રહને લઈને યુએન રેપોર્ટિયર (UN Rapporteur)ની સખત ટીકા કરી છે. ભારતે સ્પષ્ટ શબ્દોમાં કહ્યું છે કે માનવાધિકારના માળખાનો ઉપયોગ આતંકવાદને છુપાવવા કે તેને યોગ્ય ઠેરવવા માટે કરી શકાય નહીં.
સંયુક્ત રાષ્ટ્ર મહાસભા (UNGA)ના સત્ર દરમિયાન ભારતીય રાજદ્વારી રઘુ પુરી (Raghoo Puri)એ આ રિપોર્ટ પર વાંધો ઉઠાવતાં કહ્યું હતું કે કોઈ પણ જવાબદારી વગર તથ્યાત્મક રીતે ખોટો રિપોર્ટ જાહેર કરવો એ ખૂબ જ ગંભીર ચિંતાનો વિષય છે.
તથ્યોની ખોટી માહિતી આપવી સ્વીકાર્ય નથી
સંયુક્ત રાષ્ટ્રમાં ભારતે આતંકવાદના મુદ્દે ફરી એક વાર પાકિસ્તાનને ફટકાર લગાવી છે. ભારતના ફર્સ્ટ સેક્રેટરી રઘુ પુરીએ જણાવ્યું હતું કે સંયુક્ત રાષ્ટ્રના રિપોર્ટમાં તથ્યોની ખોટી માહિતી આપવી સ્વીકાર્ય નથી. રઘુ પુરીએ કહ્યું કે દાઉદ ઇબ્રાહિમ ૧૯૯૩થી ભારતમાં થયેલા આતંકવાદી હુમલાના કેસમાં વોન્ટેડ છે અને સંયુક્ત રાષ્ટ્રની પ્રતિબંધિત યાદીમાં પણ તેનો ઉલ્લેખ છે.
તેમણે ઉમેર્યું હતું કે દાઉદ એ જ દેશમાં રહે છે જ્યાં ઓસામા બિન લાદેન મળ્યો હતો અને તેને ઠાર કરવામાં આવ્યો હતો. ભારતે કહ્યું હતું કે માનવાધિકારોને નામે આતંકવાદીઓ અને કટ્ટરપંથને પ્રોત્સાહન આપનારાઓને બચાવી શકાય નહીં. આતંકવાદને કોઈ પણ સંજોગોમાં વાજબી ઠેરવી શકાય નહીં. પાકિસ્તાન પર નિશાન સાધતાં તેમણે કહ્યું કે તેનું નિવેદન માત્ર રાજકીય લાભ માટે કરવામાં આવેલો પ્રચાર છે અને તેની પાછળ પાકિસ્તાની સેનાનાં હિતો રહેલાં છે.

My delegation has been pointing out in other forums as well our serious concern at the unacceptable situation of the SR releasing reports with factual inaccuracies while not being held accountable for them. This presents member states with a fait accompli, which is unfortunate for this organisation that is facing challenges of legitimacy. …The report mentions that in 2003, the Security Council listed the leader of one criminal group, D-Company, for association with Al-Qaeda. Read in isolation, this line paints a very different picture from the actual reality. This organisation and its listed leader, Dawood Ibrahim, has been wanted in India for terror attacks since 1993. …This individual fled India much before the 2003 listing, and it was during this period, from outside our country, that he was listed for being associated with Al-Qaeda and with Osama bin Laden. To date, he remains a wanted criminal in my country and, as per the UN’s listing entry, resides in the same country where Osama bin Laden was found and neutralized. We also note the clear bias in different parts of the report, and also note with concern certain media allegations against this important office. We would urge that the highest standards of probity and impartiality be maintained. It seems to have become fashionable for sponsors of terror to use human rights and the framework of counter-terrorism to justify their misdeeds. Human rights framework cannot be the refuge of the perpetrators of terror and those who propagate radicalization and extremism. Terrorism can never be justified. And regarding the statement just made by the delegate of Pakistan, everyone in this room knows that what has been mentioned against my country, including about the Union Territory of Jammu & Kashmir and Ladakh, is pure propaganda made for very narrow political gains. And these have been on account of the actual rulers of Pakistan, which is its military. I would like to reiterate for the record that Jammu & Kashmir and Ladakh are an inalienable part of India, and have been so, and will always remain…”

રિપોર્ટમાં શું ખામી હતી?
યુએનના સ્પેશિયલ રેપોર્ટિયર બેન સોલ (Ben Saul)એ પોતાના રિપોર્ટમાં દાઉદ ઇબ્રાહિમને ‘ભારત-આધારિત’ ડી-કંપની ગુનાહિત ગેંગનો સરગણ ગણાવ્યો હતો, જેના આતંકવાદ સાથે સંબંધો છે. આ સામે સખત વાંધો ઉઠાવતાં ભારતીય રાજદ્વારીએ સ્પષ્ટ કર્યું હતું કે દાઉદ ઇબ્રાહિમ ભારતનો વોન્ટેડ ગુનેગાર છે અને તે પાકિસ્તાનમાં છુપાયેલો છે—એ જ દેશમાં જ્યાં અલ-કાયદાનો સરગના ઓસામા બિન લાદેન મળ્યો હતો અને માર્યો ગયો હતો.
પાકિસ્તાનને રોકડું સંભળાવ્યું
ભારતીય રાજદ્વારીએ સ્પષ્ટ કર્યું કે જમ્મુ-કાશ્મીર અને લદ્દાખ ભારતનો અવિભાજ્ય અંગ હતા, છે અને હંમેશા રહેશે. પાકિસ્તાન દ્વારા આ સંદર્ભમાં આપવામાં આવેલું નિવેદન માત્ર સંકુચિત રાજકીય લાભ માટે ફેલાવવામાં આવેલો શુદ્ધ પ્રોપેગેન્ડા (પ્રચાર) છે.
